-Meeting called to order 7:30 by Patrick. Welcome extended to members and officers. Welcome to members Russel Stephens, Rick Borkern and Scott Tomsits.
 
-Minutes presented for meeting of January 7, 2016. Patrick asked for corrections.  Mike requested a correction of new software was not purchased just updated.  Accepted. Steve requested a correction in the election of officers from;
-Election of officers for 2016. With no nominees on record, 2015 officers have accepted continuing service for the club. Correct minutes to;
Motion to amend the above paragraph to read: “Election of officers for 2016. The following members have been nominated to the offices listed below as provided in Article 3.0 of the Constitution. Patrick Stelte, President; Tim Claypool, Secretary; Hugh Smith, Treasurer; Steve Pequignot, Touring Director; Joe Bartels, Racing Director; Phil Snider, Off Road Director; Kathy Boling, Newsletter Editor; Mona Will, Publicity Director; Jane Lewandowski, Membership Director. All of the members listed above accepted nomination. Only one nomination was received for each office. Therefore, and as provided in Article 3.0 of the Constitution all officers are elected by acclamation.”

Steve request officers names to be listed as they were omitted in past documents. Minutes accepted as corrected.

-Hicksville ride for August 27th 2016 by Community Memorial Hospital. Tim reported an update about the ride and shared concerns of insurance related to participants.  The ride will be on the official club calendar and all club members will be covered at the event.  More information to follow.

-Treasurers report by Hugh. Deposits include membership dues and clothing purchase. Debit was for Chilly Challenge.

-Touring report by Steve. Presented a proposal to implement a new program called the 3RVS Wheel of Fame Award. The program would be used to document club members that have reached a 100,000 mile goal. Each rider participating in the program would report achievements to Steve and it would be recorded. Mike purposed adding the program to the website and work with Steve to maintain the program. Steve presented an outline of 16 points or guidelines concerning qualifications for the program for officers to consider. Due to a full agenda the guidelines were tabled to the March 2016 meeting.  Steve also purchased new mapping software for touring maps.  He has encountered problems with the old software and local roads, as well as Ohio roads updates.  He will be compensated by the club.

Off-Road report by Phil. Riding trails when acceptable. Frankie trails have been mostly muddy.

-Newsletter report by Patrick from Kathy. After discussion with officers, a decision has been approved to officially post the newsletter on the website. After much consideration over the difficulty in sending the newsletter via e-mail Mike helped with an idea of posting a link on the home page. An e-mail will be sent to members with a link to the Quick Release Newsletter each month.
-3RVS Wear. Kathy to update stock on hand of clothing. For better accounting the shipping and handling that is absorbed by the club will be reported and adjusted in the account.

-Membership report by Jane. She is working with Steve to send out the membership cards. Memberships are 78 family and 90 individuals total 168.

-Publicity report by Mona. Would like to update brochure photo to include a wider range of age and gender that make up 3RVS.  Once Steve’s program of 100,000 mile rider is implemented would like to involve the Fort Wayne newspapers of the entries and achievements.

-Racing report by Patrick from Joe. Andy Grote extended his apologies that he could not attend our meeting but wished to make 3RVS aware of a race event. The Heritage Days Cycling Festival on June 18th from 3pm to dusk on the campus of Huntington University, Huntington, Indiana. The Heritage Days Festival will host many different events including the race.  The race is sponsored by Team No Limit and Spokesmen Cycling in Huntington.

-Webmaster report by Mike. Continue to upgrade software. Contacted the clubs on-line payment vendor BikeReg. When account reaches $100.00 or more the vendor will send payment. Less than this amount will be held until following month. Working on dropdown options with the social media on home page.

Additional items of interest.
Discussion of Group Riding Guidelines. Kathy provided officers with a guideline that she developed for the Girls Ride Out riders. The group discussed Road Rules and Group Riding Etiquette from the hand out.  Patrick stated the purpose of the group riding guidelines was to give riders information on how 3RVS conducts group rides:  “How we ride”.  These guidelines include common sense road rules and road bike etiquette that has been taught by club members for many years. Steve shared the role of touring ride leaders and how they assist new riders learn how to ride as a group. Steve starts each ride with an informational time that covers many of the common sense topics discussed.

As stated, these are guidelines for group riding participants.  However, there are a few restrictions that need to be addressed.  Those items required extensive discussion: Aerobars and devises that impede hearing such as earbuds or Bluetooth.

Many ideas were shared concerning aerobars, both negative and positive.  Ideas were shared on how riders using aerobars could ride in front or lag behind groups to avoid accidents.  All in attendance agreed that using aerobars inside a group is dangerous and not appropriate on most all of 3RVS sponsored rides.  However, Steve proposed a designated 3RVS ride where aerobars can be used throughout a group.  This ride is already occurring on Monday nights from Leo, IN and is affiliated with Outfitters race team.  This designated ride will allow aerobar riders to practice together without restrictions with the understanding of improving skill levels.  Discussion will continue as more information is collected.

Hearing devises that can impede or obstruct hearing was also a topic of concern. Officers stated safety issues during a group ride and the rider using an ear devise does that impedes the warning sounds from individuals in the group or surrounding traffic and other potential danger sounding warnings. Consideration was discussed concerning riders that must use devises due to work requirements or other family/personal needs, such as impending urgent calls.  This topic also needed further information and will be reviewed at next meeting.  Due to time constraints, the Group Riding Guidelines will be continued at the March meeting.  After the officers and meeting participants come to a conclusion, the guidelines and restrictions will be posted on the club website.

-Phil requested a donation to Heart of the City Bicycles to help further assist with their ongoing project to help disadvantaged riders. Patrick requested an accounting of previously donated funds.  Once received further funding would be considered.

Due to time constraints, the club constitution discussion was put on hold.
