MEETING MINUTES
June 6, 2019

1. Call to Order
Meeting called to order 7:33 PM by Patrick Stelte. 
Officers present included:  Patrick Stelte, Doug Wintin, Dave McComb, Amy Copeland, Randy Rozewicz and Scott Tomsits.  Welcome extended to all in attendance including:  Steve Pequignot, Phil Snider, Shane Powell Kent and Anne Ellis, Brad Garner and Mona Will.

2. Passage of Minutes
Passed unanimously

3. Ball hat vendor presentation by Shane Powell
- One size fits all price of $20 with 3RVS logo patch for $15. 
- Shane will work to have a sample hat at Summit City Bicycles
- All sales will be with Shane Powell.  He will offer open windows for bulk purchasing
- Marketing will be on the club’s website and Facebook page
- Shane is designated at an official 3RVS vendor
- All of the above bullet points were approved unanimously by club members in attendance

4.  Ride with GPS presentation by Kent Ellis
- Kent proposed a club account of $250 for all-club-member access
- All 3RVS rides would be uploaded to site for download by club members
- Members in attendance questioned the yearly expense to have a closed account only accessible to club members.  $250 would provide exclusive access
- Questions regarding easy printing of maps and cue sheets

- July club meeting will be Wednesday, July 10th @ Georgetown library starting at 7:30pm.
- Festival Tour pre-registration was 74 as of June 6th, the most ever online.

Hugh Smith, Treasurer (presented by Patrick in Hugh's absence)
Revenues include Festival Tour registrations, club memberships and race sponsorships.  Expenditures include Festival Tour refund and down payment of Festival Tour.  15% of all race sponsorship money goes into the club’s general fund

Doug Wintin, Touring
- Group Riding Guidelines under review.  Doug proposed minor changes to Rule C, subsection 1) language specific “Rides may be designated aerobar permitted use inside the group for training purposes by experienced riders.”; Rule C, subsection 2) “aero-bar friendly rides” language taken out designating specifics rides and replaced with a more general description of “Such rides will be listed on 3RVS ride schedule and website under review of touring director.”
- Rule G) Add new state law passage on 3-foot passing by motorist of bicyclist.
- Add rule for non-traditional road bikes on club rides: language states touring director and ride leader have last say in riding style of group and riding placement of non-traditional bikes on group rides for the safety of the group ride, i.e., in the back of the group.  Non-traditional road bikes designated include:  recumbents, tandems, hybrid bikes, e-bikes, hand crank bikes, etc.  Extra language covered rider experience, changing criteria and reinforcement of rider leader as last word for the safety of the group.
- A great deal of discussing offered pros and cons to changes with an agreement to continue at next month’s meeting.  Also, all attendees were in agreement that no bike should have a flag attached due to visual impediment.

- June 4th time trial was a success as 19 riders participated with 3 categories of winners
- Beckman and Lawson; Wagner sponsorships

Randy Rozewicz, Off-Road
- Parks Department has delivered materials to help maintenance of Franke trails
- Trails are closed periodically to dry out

- May 23rd Library sponsored public seminar about Trek the Trails and local cycling activities was a success.  Pamela answered questions about local cycling groups, events and support

- Festival Tour Report - 4 sock designs shared by Doug.  Those present selected version 2, royal blue with non-connected logo.
- Fort Wayne Trails Presentation - May 23 at 7pm Fort Wayne Trails is a presentation at the library for the public about bike trails.  They are seeking a representative from 3rvs to talk about club cycling activities.   Pamela Fennell volunteered to represent 3RVS.

Revenues include Meijer race sponsor, Alliance Property Mgmt. Doug Wintin, Touring
- Good turn out for the Ronald McDonald Charity Ride - Takeaways for next year are: work on starting at the advertised time and ensuring space between the distance groups
- Doug proposed that the club get Ride With GPS premium subscription at $80/year
- Doug would use it to update some of the club's routes.  Doug's request was approved
- Doug is going to try something new with the C group rides where there will be 4-8 potential ride leaders.  Sign Up Genius free software will be used for ride leaders to sign up to lead rides
- Doug is looking for ride leaders to enable the club to have E rides; could be on the road or on trails.  If anyone is interested please contact Doug at touring@3rvs.com
- New weeknight ride:  Every other Monday at 6pm at Souder’s FEED in Grabill.  Ride Leader Andrea Egeland, pace 16-19 mph for 25 to 35 miles.

- Provided all riders race receipts

- July Club Meeting - Patrick discussed the July club meeting issue with it falling during the holiday.  Library rooms are booked the entire following week.  Decision was made for Patrick to find a different library branch to meet on July 11
- 2020 Annual Club Party - Decision made for the date of January 10, 2020
- Mona Will Suggestions (presented by Patrick) 1. Add photos of board members and short biography to use on our website.  Club officers will create their own brief bios, photos to be determined; 2.  Create an Instagram account for the club.  Mona feels it would increase membership.  Patrick said he would let the group think about the idea
- Festival Tour Update - (reported by Patrick in Kent's absence) 30 early registrations received, sock designed in the final stages and SWAG bag designed and ordered.

April 4, 2019

1. Meeting called to order 7:30 PM by Patrick Stelte. 
 Officers present included:  Patrick Stelte, Hugh Smith, Doug Wintin, Randy Rozewicz, Scott Tomsits.  Welcome extended to all in attendance including:  Steve Pequignot, Johnny Grabowski, Jack Campbell, Phil Snider, Jade Kelsey, Kay Lynn Isca and Shane Powell.

3.  Ride of Silence Presentation by Jade Kelsey - Jade is president of Bicycle Friendly Fort Wayne and BFFW has sponsored the local version of Ride of Silence since 2011.  In order to be a sponsor, BFFW must provide liability insurance.  The cost is now prohibitive and Jade requested that The Ride of Silence be added to the 3RVS ride calendar to cover insurance requirements.  To cover the club’s insurance requirements for ride leader, Jade became a club member at the meeting and the ride was added to the 3RVS schedule.

4.  Librarian Kay Lynn Isca Presentation - Kay holds a monthly library “What’s New, What’s Next” meeting for the public concerning local current events.  On Thursday, May 23rd Kay will host a public meeting updating Fort Wayne trails.  She would like a cyclist or two from the club to be available to answer questions from the public about local cycling opportunities.  Anyone interested in answering questions can e-mail president@3rvs.com.  There will be a main speaker about trials to generate public interest.

Revenues for tour registrations, tech shirts, memberships and Cyclocross fees.  Expenditures: Three Rivers Festival sponsorship.  A new account was added:  Cyclocross Project.  This fund is to be used to maintain and promote cyclocross at Franke Park.  Racing Fund (unchanged from previous month); Franke Fund (Unchanged from previous month)

Doug Wintin, Touring
- Ride leaders for weeknight and weekend have been confirmed.  Most ride leaders are renewals from last year.  Co-ride leaders have been added to almost every ride.  Doug is looking to add co-ride leaders to “C” and “D” group weekend tours.  Anyone interested can contact Doug at touring@3rvs.com 
- Doug is checking current routes on future rides and is updating maps.
- RMHC is a 3rvs sponsored ride and Doug is in need of 8 ambassadors, 2 for each distance.  If you are interested, please contact him at touring@3rvs.com 


Dave McComb, Racing (No Report)

Randy Rozewicz, Off-Road
- Franke Park MOU (Memorandum of Understanding) has advanced to the final stages and is close to approval.  The document is scheduled to be signed at the Park Board meeting on Friday, April 19th @ 10am.  It is a 3 year agreement for 3RVS to manage the Franke Park trail system.
- Randy is organizing an IBC instructor seminar and will promote 3RVS at the event.
- Mondays and Wednesdays @ 6:30pm are organized ride days at Franke, weather permitting.

Publicity, Pamela Fennell (Absent, report submitted)
- Three Rivers Festival Tour rack cards have been distributed to different bikes shops and venues including Michigan.  Also, received approval from Festival Tour committee for SWAG bag purchase for participants to Festival Tour

- 23 new members not on last year’s list.

Scott Tomsits, Newsletter
- April newsletter distributed on the 1st with a second edition on April 2nd including an article from club member Krista Stockman regarding club kits in a number of states in the U.S.

- Before the meeting, Mike asked for up to $200 to update the look of the club website.  Through e-mail communication, officers approved the expenditure and Mike will report on his endeavor.

1. Meeting called to order 7:30 PM by Amy Copeland.  Due to a meeting conflict Patrick arranged for Amy to begin the meeting in his absence.  Patrick arrived later.

- April 28 ride is the Ronald McDonald charity ride.  Registration is open on the Ronald McDonald House website, Club members may assist with marking the route

- The touring season will begin on 4/13/19 at 12:00 pm at Homestead High School.  Distance options will be 28, 41 and 52 miles

Dave McComb, Racing
- Dave met with Andrew Hoffman of Team Neighborlink to discuss this season's schedule.  Andrew is not having a downtown criterium race.  Andrew's Hot Laps series will most likely run from mid-June through mid-July on Tuesdays.  They discussed the possibility of a CX race at Franke.  Andrew said a check was sent to 3RVS for the CX Practice Events held at Franke Park last fall in early January for $452.14.  Hugh and Amy said the club has not received the check.

- 3RVS Racing:  Dave is working on old sponsors, new sponsors, existing racers and new racers.  Dave calculated rider race reimbursement.  Waiting to see if a sponsor for 2018 is going to come through on their sponsorship.  Dave will email Hugh the name and dollar amount for each reimbursement check.  Jason Maier, Shane Powell, Sarah Farver-Staub, Luke Landis and Early Ealey are not coming back to 3RVS Racing for the 2019 season.  Ten 3RVS racers paid over $4500 in race registration fees for the 2018 season.  Dave submitted a sponsorship request to Meijer Grocery for the 2019 season

Randy Rozewicz, Off-Road
- Franke Park trail work Saturdays.  12 people showed up to help at the last trail work day.  Many trees were cleared from trails.  People are welcome to help on trail maintenance days which are 2nd Saturdays of each month at 9am.  Contact Randy if interested.  It would be an opportunity for a school looking for a volunteer project. 

- Discussion of the Franke Park Master Plan:  25 year plan. 

- Franke Park Trails Memorandum of Understanding:  Randy is pursuing some minor adjustments to make it more reciprocal.  Hugh said the club's insurance company indicates the liability insurance required of the club by the MOA would be approximately $3500 per year.  Currently there is no liability insurance for the club for trail maintenance accidents.  Phil suggested that the club put a disclaimer on the Franke Park Trailhead bulletin board that maintenance should be coordinated through 3RVS

- Off road rides:  Randy said Franke Park trail conditions will be posted on Franke Park Trails and 3RVS Facebook pages.  Franke Park MTB rides will start soon:  Mondays and Wednesdays. Randy will get the details onto 3RVS.com and 3RVS Facebook page.  Phil's Urban Exploring rides continue on Thursdays and some Saturdays

- Amy will email last year's members who did not renew this year to ask if they want to renew.  She will purge those that do not renew by April 1 from the email distribution roster

Scott Tomsits, Newsletter
- Anyone who ordered tech shirts that has not picked them up should contact Scott.  20 tech shirts remain unclaimed

Mike Heyes, Webmaster (report submitted to Patrick in Mike's absence)
- Added Doug Wintin touring report, along with a picture that Luis sent him.  Added Amy and Jennifer's Kal-Haven destination ride.  Added Mona's 3RVS CARES article.  Mike is hoping to have more content from mtb and racing this year. He has not received any mtb information in a couple of years, which is why that section has been removed from the website.  He would like to publish info about the 3RVS race team, if it will be together this year, and he'd like race results too. He used to post race results in the past and would like to do so this year.

- Investigating switch to new hosting provider for the website.  Mike says:  I've used the same website hosting provider for around 14 years, both for the 3rvs and BRinIN websites. They have been very good in the past, but I've noticed some changes recently that have me concerned:  the
response time has been slow, there have been some issues with their software installer, and some other back-end technical issues. On BRinIN (a separate website that I have, but using the same company ), they are using a very old, unsupported version of PHP. 3RVS has the newer version
of PHP. They have their reasons for this, but it is concerning from a security perspective. Support from them can be very good, or not so much, depending on which person gets the support ticket. I moved BRinIN over to a new hosting provider recently and I'm evaluating them. So far I'm very happy with the response time, services and software provided. Customer service is very good, very fast. I signed up for a three year package that is very inexpensive. For 3RVS we would basically get one year free compared to what we're paying now. I want to continue the evaluation throughout the 30-day money back guarantee before I look at making this change. I'll have more about this next month.

3.  Presentation by Fort Wayne Trails - Request for Donation

•   Angie Quinn from Trek the Trails - Request for 2019 sponsorship.  Stats:  2018 Trek the trail had 24 rides offered, 1229 riders, 3 rain out dates (21 rides occurred).  Average 58 people per ride.   Last year they began doing a "second lap" to add additional miles for riders.  They had 123 people attend the "second laps".   They would like to offer the "second lap" again this year.  Ask:  $750 sponsor level for 3RVS, which is the same level as the club gave last year.   Angie said 3RVS could come to their kick-off ride which is the last Tuesday in April at the Towpath Trailhead on Engle Road and set up a booth.  The sponsorship covers the cost of the ride for the trail leaders.  Formal motion to donate $750 by Patrick.    All in favor.  No one opposed.  Angie Quinn abstained.

Patrick Stelte, President’s Report
•   New Franke Park Mountain Bike trailhead sign was presented to Phil Snider.  Thanks to Brad Smith for having it made. 
•   First Aid Class - Feb 25, 6-8pm - Andy Grote will conduct a class for 3RVS club members at the downtown library in meeting room B
•   Free Movie Viewing For Club Members - “Godspeed” movie.  Patrick said the club could show the movie at no cost in the downtown library meeting room.  The library has audio visual equipment.  Jennifer will post on Facebook 3RVS page to seek input on a date/ time.   

Hugh Smith, Treasurer’s Report

o   Revenues include:    memberships, Festival Tour Registrations, Chilly Challenge Donations, annual party guest meals, tech tee shirts, vintage kits less Square fee
o   Expenditures include:  tech tee costs, chilly Challenge SAG supplies, Annual Awards, Annual Party Catering, conference hall fee for Annual Party, Festival Tour rack card printing fees
•   Racing balance is the same as last month
•   Franke Fund is the same as last month

Doug Wintin, Touring

Reviewed 2019 touring guidelines 
Highlights:
•   Rider safety is paramount
o   Continue evaluating routes for safety 
o   Riders play a major role in keeping everyone safe 
o   Obey club rules regarding the use of aero bars (including laying on top of drop bars)
•   Route selection for week-end rides
•   Increasing ridership at week-end rides
o   Atomic A Group (details to follow)
o   New rider day (details to follow)

Dave McComb, Racing

The race event schedule conflicted with other group rides such as Neighborlink last year.  As a result Dave plans to wait for the other groups to publish their event schedule before he creates his event calendar.  He will also work with Doug to grow race ridership.  Dave has yet to receive the cyclocross revenue from Neighborlink.

Randy Rozewicz, Off-Road (Patrick presented in Randy's absence)

Memorandum of Understanding with the Parks Department discussion
•   Patrick and Randy will continue working with Chuck Reddinger at the Parks Department on the Franke Park MOU - Agreement must be signed by Park Commissioners.
•   The Park Department is requesting from 3RVS for maintenance stewardship of Franke Park Trails:
o   $2M liability insurance for the club
o   $50,000 liability coverage for the club for property damage

Publicity, Pamela Fennell (Angie Quinn presented in Pamela's absence)

•   Reminder:  Embassy is showing “Breaking Away” this Sunday (10th) at 3pm.  Pamela is working on media coverage.  A ride to the event and a place to park bikes inside the Indiana Hotel is being coordinated by Mona and Pamela.  Arrive at 2:30pm if riding a bike to the event.
•   Anthony Barr, producer of The Mobile Cyclist (PBS TV Program):  Pamela had a conference call with Anthony Barr, who is interested in Fort Wayne.  Fort Wayne is being considered for one of the episodes as well as possibly two additional publicity opportunities in the future.  Pamela will give further updates.

•   Tech shirts have arrived and Scott is working to continue getting them out to the people who ordered them.

•   Johnny Grabowski - idea to republish an article from the newsletter archives each month.  The vintage binders are in the storage locker
•   Johnny Grabowski - ride proposal. 
o   A fee based ride with a route that forms a Space Invader GPS art of 78 miles.  Start/end location would be about 1.5 hours away in Elwood, Indiana. 
o   SAGs on the route due to the route not going through towns
o   Discussion points: Official club ride? Will it benefit a cause or organization? Joint destination ride with the Kokomo Bike Club?

•   Annual Party Wrap Up -120 people attended,  133 RSVPs

o   Leftover food was donated to Charis House.
o   Chuck South was awarded Volunteer Spirit Award (presented by Dave McComb)

o   Steve Pequignot was awarded Outstanding Leadership Award for 2019
o   General feeling is that all had a good time
•   Andrew Gritzmaker was an excellent and engaging speaker

•   Kent Ellis - brought Festival Tour flyers and distributed to those who volunteered to distribute them
•   Angie:  Fort Wayne Trails received a grant from General Motors to conduct a vehicle/bicycle course.  If anyone has interest in becoming a League of American Bicyclist Instructor they can contact Angie.  April 26-28 will be the class.  Angie will write up a short article for the newsletter

1. Call to Order
•   Meeting called to order 7:30 PM by Patrick. 2. Election of Officers
•   Amy Copeland nominated Jennifer Altherr for Club Secretary. Patrick allowed Jennifer to state the reasons for her pursuing the office. In favor of Jennifer’s nomination, Johnny Grabowski withdrew his nomination and endorsed Jennifer, who was elected to the position due to no-contest.
•   Hugh Smith expressed interest in eventually resigning from the Treasurer position and suggested nominating Johnny, but Patrick expressed concern that the nature of the office of the Treasurer necessitates a period of mentorship to ensure smooth transition to the next treasurer. Johnny agreed to mentoring with Hugh and allowing time for any other members who may want to express interest in the position.
•   Patrick expressed appreciation to Steve Pequignot for his impressive tenure as Touring Director and presented an award.
•   Patrick nominated Amy Copeland for the position of Vice President and she was unanimously elected.
•   2019 Club Officers elected are:

   •   Kymberly Byers proposed leveraging the upcoming 3RVS Awards Banquet to collect donations for the Heart of the City Mission. Mona Will and Pamela Fennell both voiced support for the charity work performed by the mission. Kymberly will take care of collecting the donations and delivering them to the mission. All in attendance were in favor.

Hugh Smith, Treasurer
•   Revenues were membership dues. Expenditures included storage unit rental, check printing fees, awards costs, and tech shirts. Racing balance and Franke Fund balance - stagnant.

Doug Wintin, Touring
•   Thank you to Steve Pequignot
•   Doug and Steve have met to ensure smooth transition. Steve has provided Doug with copies of all Touring assets, and will remain available to assist Doug as needed.

Dave McComb, Racing
•   Dave financial report - CX Franke practice season generated $452 to 3RVS
CX in review:  52 riders, 197 in all, 32 one week peak, 14 volunteers

•   Patrick proposed retaining profit from 2018 cyclocross season in a sub-account so that it will be available for potential future expenses related to Franke cyclocross, other racing activities or Franke trail improvements.
•   Request for club to pay for the USAC license for 2019
Fee is $200.  All in attendance voted in favor of 3RVS pay the fee.

Randy Rozewicz, Off-Road
•   Christmas Lights Ride was a success, with a busload of people (~25) in attendance, including road cyclists, off-road cyclists, and even a tandem.
•   Franke Park MOU follow-up, with agreement being re-written by the parks department.

Publicity, Pamela Fennell
•   Journal Gazette covered the Chilly Challenge in the January 2 issue

Amy Copeland, Membership
•   By end of December, 42 total Memberships, comprised of 20 Family and 22 Individual memberships
•   After Chilly Challenge, total is closer to 130
•   Expecting many registrations at the Awards Banquet in January

Scott Tomsits, Newsletter
•   Tech Shirt update:  53 orders to be ready for pick up at annual party.

Mike Heyes, Webmaster (not present)
•   Report submitted:  Added the Festival Touring webpage and links on the top of each page, updated Mona's Woolies schedule for January and part of March

•   Scott Tomsits has arranged for Cuore 3RVS Team Store to open with winter clothing items.

•   Chilly Challenge Wrap Up
202 approximate attendees, 23 memberships, $239 in donations, Roainn Smolinski, Kristine Lines, Susan Hunt and a variety of club members volunteered.  Chilly Facebook page (up for 2 weeks) had 3,800 visits, 31 responses, 77 interested and 154 that attended.

1. Call to Order
Meeting called to order 7:30 PM by Patrick. •   Show ’n’ Go rides are underway and will continue until next touring season, coordinated by Steve Souers
•   Steve had preliminary meeting with with Ride RMHC organizers. Ride is scheduled for April 28, 2019 at Kreager Park.  More info TBA.
•   Touring awards ordered for annual party, should arrive late December

Dave McComb, Racing
•   CX practice has ended for the season
•   Dave is looking into the feasibility of getting a series race at Franke next season
•   City Tour continues year round - First Friday of the month at 6:30pm at Lawton Park

Randy Rozewicz, Off-Road
•   After reviewing the Franke Park memorandum of understanding (MOU) drafted by Fort Wayne Parks & Recreation, they advised that it is not in the best interest of 3RVS to sign the agreement. 3RVS will not sign, but club representatives will meet with FW Parks in an effort to work toward the creation of a mutually beneficial agreement.  (Post meeting update: A meeting was held on December 13th with Parks, Randy, Phil and Patrick.  The results are encouraging. - TBC)

•   Holiday Lights Ride to take place on Thursday, December 20, at 6 p.m.. Ride will go from Lawton Park to Summit City Bikes and back.
•   Mona gave an update on the Winter Woolies ride happening twice monthly. 13 riders participated in the inaugural ride, with next ride scheduled for December 15 at Foster Park.

•   Chilly Challenge ride was featured in the Journal Gazette - Sunday, December 2nd.
•   There is now a Chilly Challenge Facebook page and a Facebook Event for the 2019 ride.
•   Club members can renew membership at the Chilly Challenge.

•   Chilly Challenge Update (Mona) - Mona needs 4 more pots of Chili. 3RVS registration and Festival Tour registration will both be available and encouraged at the Chilly Challenge ride.

•   Club Officer Nominations (Patrick) - In preparation for club officer elections in January, Patrick will be sending out a request to all 3RVS members for officer nominations. He also nominated all current officers. Steve Pequignot nominated Doug Wintin for Touring Director, and Doug accepted the nomination.

•   Annual Party (Awards Banquet?) update (Patrick) - Patrick discussed catering options for the 3RVS annual party.  Final choice made at January meeting.

1. Call to Order
•   Meeting called to order 7:30 PM by Patrick. Officers present included Patrick Stelte, Johnny Grabowski, Hugh Smith, Steve Pequignot, Dave McComb, Randy Rozewicz, Pamela Fennell, Amy Copeland, and Scott Tomsits.    •   2019 Festival Tour committee update: planning continues, pricing is now set. Tour will be on Sunday, July 14, 2019 and will start at the Sweetwater Performance Pavilion, with SAG at Morsches Park in Columbia City. The ride will be a Bicycle Indiana funding ride. Registration will open no later than January 1.
   •   Patrick attended the Franke Park Master Plan meeting which involved consultants/architectural designers, an excellent meeting with many suggestions.

Hugh Smith, Treasurer
•   Revenues included clothing sales and memberships. Expenditures included Jersey Ride expenses, printing costs for club brochures, Dan Watts memorial donation, and business entity filing fees.

Steve Pequignot, Touring
•   2018 weekend touring season ended with a rainout (one of eight)
•   52 tours held in 2018, with 1,035 total participants (average of 21.56 riders on each weekend tour)
•   Thanks to the 21 3RVS ride leaders
•   Show ’n’ Go rides are underway and will continue until next touring season, coordinated by Steve Souers
•   Steve intends to “retire” (after 10 years) from the Touring Director position and hopes to transition responsibilities to someone else. He will not actively seek Touring Director position for 2019, but will contribute as needed to ensure a smooth transition.
•   Scott Tomsits hopes to offer weekly 3RVS Zwift rides.

Dave McComb, Racing
•   Meijer sponsorship has ended.
•   Racing result updates continue to be posted to the 3RVS Racing Facebook page

Randy Rozewicz, Off-Road
•   Trail maintenance ongoing.
•   Franke Park shed to be relocated. Randy seeking input on color choices for remodeled shed.
